<br />,-, ...,-- <br /> <br />..- ~ <br /> <br />MAY 13, 1980 <br /> <br />TUESDAY <br /> <br />Worthy contending that--although this company insured the City's Police Department <br /> <br />and its personnel from July, 1978, through June, 1979--a provision in the insurance <br /> <br />policy requires Northeastern to pay for any claims filed in the twelve months <br /> <br />following the expiration of said policy if the insurance company cancelled the policy <br /> <br />at said expiration date. This, City Attorney Worthy claims, the insurance company <br /> <br />did by refusing to insure the City's Prison Farm and its personnel, as requested <br /> <br />by the City. It was reported that Northeastern alleges that the City voluntarily <br /> <br />let the policy expire. <br /> <br />Council noted that the Virginia Section of the International City Management <br /> <br />Association, in a recent meeting, in recognition of City Manager Noland for his <br /> <br />long public service as a city manager in Virginia, is recommending Mr. Noland (upon <br /> <br />his retirement on June 30th as Martinsville's City Manager) for life membership in <br /> <br />the ICMA. <br /> <br />Council unanimously concurred in the following statement prepared by Councilman <br /> <br />Greene on behalf of the Council, with Councilman Greene's motion, as set forth <br /> <br />therein, being duly seconded and unanimously carried. <br /> <br />Mr. Noland's accomplishments speak for themselves. The City's <br />high service level and low tax structure were achieved during <br />his tenure...fourteen years in which Mr. Noland has served the <br />City efficiently and effectively. His record speaks for itself. <br />During the past four months in which Council has been searching <br />for a replacement for Mr. Noland, and after reviewing and <br />considering eighty-one applications for the position of City <br />Manager of the City of Martinsville, it became apparent that we <br />and past Councils have not set Mr. Noland's salary commensurate <br />with the management skills he has demonstrated over the years <br />or with the salaries of other city managers of cities of comparable <br />size.
