<br />(~ r <br /> <br />TUESDAY <br /> <br />MAY 13, 1980 <br /> <br />- <br /> <br />VI. PROCEDURE <br />A. Disbursement of Travel Advances <br />1. The Director of Finance may approve advances of estimated <br />travel funds and issue checks therefor if proper requests <br />for such advances are received at least ten days prior to <br />the occasion for travel. <br />B. Documentation of Travel Expenses <br />1. All personnel on return from travel should immediately <br />submit to the Director of Finance, on forms supplied, <br />a completed Travel Expense Report, supported by receipts <br />for transportation, registration and lodging, and such <br />other receipts as are practical. The report shall also <br />show whether an additional amount or a refund from an <br />advance is due. <br />2. Timely Reporting <br />A Travel Expense Report must be submitted in timely <br />fashion to the Director of Finance. If such report is <br />not filed within thirty days after expense is made, <br />requests for reimbursement will not be honored. <br /> <br />In instances where travel occurs less than thirty <br />days from the end of a fiscal year, the Travel Expense <br />Report must be filed by the end of the fiscal year. <br /> <br />At the suggestion of Councilman Oakes, Council directed that the problem of offensive <br /> <br />odors emanating from the City's Water Pollution Control (Sewage Treatment) Plant be <br /> <br />included on each agenda for Council's regular meetings until otherwise instructed. <br /> <br />Pursuant to applicable provisions of Article 8 of Chapter 21 of Title 58 of the CODE <br /> <br />- <br /> <br />OF VIRGINIA (1950, and as amended), Council authorized Mr. C. P. Kearfott, Attorney <br /> <br />at Law, to take action in the name of the City of Martinsville against the owners, heirs <br /> <br />and/or assigns of the M. A. Godfrey Estate for delinquent taxes on this estate's <br /> <br />property located at 530 Dillard Street. <br /> <br />Upon recommendation of City Manager Noland, Council accepted a grant award of $4,500.00 <br /> <br />from the United States Department of Energy (under Public Law 95-619) to finance, with the <br /> <br />It <br />
