<br />I~ ~ <br /> <br />,~ ~ <br /> <br />TUESDAY <br /> <br />MARCH 25, 1980 <br /> <br />----- <br /> <br />(3) We should employ a second consultant to: <br /> <br />a) Evaluate the operation and design of the City Plant. <br />b) Evaluate the temporary use of the excess capacity of <br />the Koehler Plant - with prior approval of the <br />evaluation from the P.S.A. <br />c) Evaluate the idea of putting the Upper and Lower <br />Smith River Waste Water Treatment Plants under one <br />operating head. <br />d) Evaluate the design of the City Plant with a view <br />toward enclosing the various exposed basins. <br /> <br />----- <br /> <br />(4) Ask the State Air Pollution Control people to inspect and <br />check out other possible sources of odors in the general <br />location of the Bassett-Walker lagoon. <br /> <br />(5) The City should keep track of extra costs incurred in <br />correcting the present operating problems and report back <br />to Council. <br /> <br />In closing: Let us be reminded that John Hodges presented a <br />petition to Council on October 10, 1978. <br /> <br />It is a shame that it has taken the kind of initiative exhibited <br />at last week's Citizens' Meeting by taxpaying citizens before <br />agencies of government respond. In that meeting, the statement <br />was made that this problem was caused by government. I think the <br />statement means that some or all of us have not been doing our <br />job as well as we are expected to do. <br /> <br />I sincerely hope that I will not be misunderstood. I don't <br />want or expect anyone to lose his job over this unfortunate <br />situation. <br /> <br />----- <br /> <br />If my words cause each of us to do a little soul searching, we <br />will all profit from the experience. If every person who has a <br />responsibility when a citizen registers a complaint would personally <br />follow up, I believe our confidence level in each other would rise <br />dramatically. <br /> <br />After other members of Council offered comments on this matter, Council directed that, <br /> <br />immediately, the City employ independent (i.e., independent of Wiley & Wilson, <br /> <br />Consulting Engineers) engineering consultants to review and assess the plant's design <br /> <br />and its operations; that the City seek the State Water Control Board's assistance in <br /> <br />this matter; and, that the City's Public Works Department exert its every effort toward <br /> <br />abating the present condition, short of effecting Mr. Brown's suggestion that a pipe <br /> <br />line (of some 1,800 feet) be installed to conduct sludge and waste to a point on property <br /> <br />belonging to Mr. Worth Carter for processing in a lagoon-type facility to an inert condition. <br />
