'_f <br /> <br />TUESDAY <br /> <br />MARCH 25, 1980 <br /> <br />Council continued, for further consideration, a report from a sub-committee of <br /> <br />the City's Select Citizens Committee (studying the proposed Ridgeway hydro-electric <br /> <br />project) relating to the retaining of financial advisory services for this project, <br /> <br />noting that City Manager Noland has issued requests for proposals for such services <br /> <br />in accordance with the sub-committee's recommendations. <br /> <br />Council acknowldged receipt of a communication from Mrs. Mabelle S. King, Director <br /> <br />of the City's Social Services Department, informing Council and the public that, as a <br /> <br />result of a recent decision by the City's Welfare Board and the reasons therefor, the <br /> <br />City's Day Care Center will cease operations as of June 30, 1980. Council was informed, <br /> <br />too, that several local agencies (including the Ham Learning Center and the Patrick <br /> <br />Henry Mental Health Center) have asked for permission to use the Day Center premises, <br /> <br />now owned by the City School Board but reportedly in the process of being transferred to <br /> <br />the City. Also, Mr. Frank T. Gravely, Chairman of the City's Electoral Board, appeared <br /> <br />before Council and urged that this location be maintained as a voting precinct. <br /> <br />Several citizens present urged that the Day Care Center not be discontinued or <br /> <br />abandoned unless existing needs therefor can be satisfactorily met by other means. <br /> <br />In acceptance of an impending additional grant of $86,952.00 for fuel assistance <br /> <br />payments, Council appropriated said amount for such purpose. <br /> <br />Mrs. Linda P. Hammack, of 1506 Whittle Road, appeared before Council and cited <br /> <br />unsightly trash conditions along an embankment owned by Patrick Henry Mall as well <br /> <br />as her unsuccessful efforts, except on a temporary basis, to eliminate these <br /> <br />conditions on a permanent basis. Council suggested that the City's Public Works <br /> <br />Department, along with the Martinsville-Henry County Clean Community Commission, <br /> <br />make every effort to resolve this problem, hopefully with the assistance and <br /> <br />cooperation of the Patrick Henry Mall's owner, Mr. James E. Covington, of Virginia <br />
