<br />; ,~, ') <br />j) ..~. f..",J <br /> <br />TUESDAY <br /> <br />MARCH 25, 1980 <br /> <br />A Sewage Treatment Contract between the City and the P.S.A. was <br />signed 1/22/74. On page I - "The City is agreeable that its <br />said treatment plant.........serve as a regional facility and <br />is willing to obligate itself by equitable contract." (Council <br />had authorized this action in a called meeting 10/30/73.) <br /> <br />On page 2 - "a policy of the Virginia State Water Control Board <br />requires.......that agreements be entered into......in order to <br />receive State and Federal funds." <br /> <br />The Regional Plan had been adopted by WPPDC in 9/10/73. (I <br />assume the City endorsed the Plan.) <br /> <br />The only 'out' from the contract that I could find states, on <br />page 4 - "The City shall not be obligated to receive flow from <br />the Authority in quantity exceeding the allocated design capacity <br />of the City's sewer lines, etc." <br /> <br />Also, on page 4 - "the City agrees to accept all of the normal <br />wastes and acceptable industrial wastes." (I trust the City <br />is monitoring these two items closely.) <br /> <br />But here is the important point, I think: The so-called City <br />Plant is not really just a City Plant. <br /> <br />The Koehler Plant is identified by the P. S .A. as the Upper <br />Smith River Waste Water Treatment Plant. <br /> <br />The M/R plan calls for an increase in capacity of the City <br />Plant from 6.0 m.g.d. to 8.0 by 1980, and to 10.0 by 1990. <br /> <br />My interpretation of the contract and the M/R plan is that <br />the City Plant should be called the Lower Smith River Waste <br />Water Treatment Plant. <br /> <br />This situation, if my observations are true, raises questions <br />about the design and location of the plant in view of future <br />expansions. It also raises questions about trying to operate <br />a regional facility under two heads. <br /> <br />I have tried to give Council the benefit of my observations; may I now make <br />some suggestions that, hopefully, Council will see fit to act upon. <br /> <br />Summary of Suggestions that Council should act upon: <br /> <br />(I) The City should remove the piles of sludge across from the <br />Forest Park Country Club and dispose of it in a remote area. <br /> <br />(2) If the City plans to build a holding pond for the sludge, it <br />should be located so that it is not offensive to the Forest Park <br />Country Club or to residential areas. <br />
