<br />(~ c.... <br /> <br />, ",-j <br /> <br />TUESDAY <br /> <br />MARCH 11, 1980 <br /> <br />There being no objections registered to said application and in acceptance of the Planning <br /> <br />Commission's recommendations thereon, Council unanimously authorized the issuance of said Special- <br /> <br />Use Permit, for the purpose stated, subject to the following conditions: <br /> <br />1. There shall be no mechanical rides, gambling, or lewd shows; <br />2. There will be full cooperation on applicant's part with the <br />City's Police and Fire Departments (to ensure protection of <br />persons and property); and <br />3. Applicant will comply with the requirements of the City's Building <br />Official. <br /> <br />Upon motion, duly seconded and unanimously carried, Council called for a duly-advertised public <br /> <br />hearing to be conducted by Council at its forthcoming April 8th meeting on a proposal, developed by <br /> <br />the Planning Commission, to amend and/or revise the City's Zoning Ordinance, with the following <br /> <br />objectives which would: <br /> <br />1. Establish a Central Business District zone; <br />2. Establish a Residential-Professional zone; <br />3. Establish uses for the foregoing two zones; <br />4. Make changes and/or additions in regulations for apartments; and <br />5. Make changes and/or additions in regulations for service stations. <br /> <br />For 1980-81 budget planning purposes, Council tentatively approved a pay plan, developed by <br /> <br />Mr. Mike Grubbs, Administrative Assistant, who also presented additional information recently <br /> <br />requested by Council, with said proposed plan representing a cost-of-living average increase of ten <br /> <br />per cent for employees under the City's present pay plan. <br /> <br />Upon recommendation of Wiley & Wilson, the City's consulting engineers, and (of) the City Administration, <br /> <br />Council accepted the bid of Prillaman & Pace, Inc., Martinsville, Virginia, in the amount of $375,526.00, <br /> <br />being the lowest of eight qualifying bids received, for the construction of Phase II of the raw water <br /> <br />improvements project now underway, which is principally financed by a UDAG grant. Council was informed, <br /> <br />meanwhile, that invitations to bidders for the Phase III construction portion of this project will be <br /> <br />advertised in April, 1980. <br />
