<br />'. C' /-. <br />'''' t) <br /> <br />TUESDAY <br /> <br />FEBRUARY 26, 1980 <br /> <br />In response to a request from the City School Board (through Dr. James E. Calkins, <br /> <br />School Superintendent) that the Council officially urge the 1980 General Assembly to <br /> <br />adopt the State Board of Education's proposed 1980-81 budget requests which, it was <br /> <br />reported, would be more favorable to local school divisions than would Governor <br /> <br />Dalton's proposed budget, Council expressed the opinion that, in view of pleas from <br /> <br />the general public for "holding the line" on State taxes or, even, reducing same versus <br /> <br />demands for more State aid or financial assistance to localities, any such formal action <br /> <br />by Council would be deemed inconsistent and, further, this is a matter best left with <br /> <br />the various school divisions. <br /> <br />In response to an inquiry from City Manager Noland, and after receiving certain <br /> <br />alternative pay plans by which, more or less, adjustments to the City's present pay plan <br /> <br />(to reflect the rising cost of living) might be of greater percentage benefit to the <br /> <br />City's employees in the lower-paying positions, Council indicated for 1980-81 budget <br /> <br />planning that an average increase of nine per cent (9%), and possibly ten per cent <br /> <br />(10%), might be applied, meanwhile requesting additional information to reflect total <br /> <br />anticipated payroll increases and costs of such alternative pay plans. <br /> <br />After reading from his prepared statement, Vice Mayor Cole introduced the following <br /> <br />resolution, which Council unanimously adopted, inviting the constructive thoughts from, <br /> <br />and assistance of, all concerned citizens toward protecting themselves and their properties <br /> <br />from break-ins and robberies, such as one which occurred on or about February 2lst at the <br /> <br />Mason & Son Garage at 103 Railroad Street, as well as developing ways and means to prevent <br /> <br />such break-ins and robberies: <br />
