<br />" 1- <br />" " <br /> <br />TUESDAY <br />.... .... <br /> <br />JANUARY 22, 1980 <br /> <br />-- <br /> <br />Council continued for further consideration a letter (dated January 18, 1980) from <br /> <br />the Richmond Area Office of the United States Department of Housing & Urban Develop- <br /> <br />ment notifying the City that the City's pre-application for a single-purpose grant <br /> <br />of $600,000.00 for llhousing rehabilitation" has received an approved rating and <br /> <br />that grant funds, in the amount pre-applied for, have been reserved for the City <br /> <br />and will become available upon submission and approval of a full application. <br /> <br />--- <br /> <br />In acceptance of City Manager Noland's recommendation presented to Council at its <br /> <br />January 8th meeting, supported by Police Chief Gard and Fire Chief Gregory, Council <br /> <br />appropriated (from its General Fund Emergency Account) the sum of $5,000.00 for <br /> <br />the purchase of physical fitness equipment and, also, accepted Police Chief Gard's <br /> <br />offer of a contribution of $500.00 from the Police Benevolent Fund toward the cost <br /> <br />thereof, making for a net cost of $4,500.00 to the City. <br /> <br />Council acknowledged receipt of verbal reports indicating that, for those City <br /> <br />utility services customers who itemize their deductions for income tax purposes, <br /> <br />no portions of the City's utility service charges are tax-deductible, although it <br /> <br />was learned that one Virginia municipality has advised its customers otherwise and <br /> <br />- <br /> <br />has provided its customers with percentages of its charges which might be deducted, <br /> <br />under the Internal Revenue Service's Rule 76-45. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the City <br /> <br />administration to enter into a lease-purchase financing arrangement for the <br /> <br />acquisition of the City's data-pro-cessing system soon to be installed, such <br /> <br />authorization including the acceptance of the most acceptable bid proposal, either <br /> <br />from commercial leasing institutions or from private individuals. <br />
