(" <br />", : <br /> <br />JANUARY 8, 1980 <br /> <br />TUESDAY <br /> <br />Council continued, for its further study and consideration, engineering data <br /> <br />relating to the feasibility of rehabilitating the City's existing hydro-electric <br /> <br />facility on Smith River, just off U. S. Route 220, south of Martinsville. <br /> <br />Council acknowledged a verbal report from Assistant City Manager-Public Works <br /> <br />Director George W. Brown on the status of procedures designed to abate undesirable <br /> <br />odors emanating from the Henry County Public Service Authority's lagoon serving <br /> <br />Bassett-Walker Knitting Company's plant, on the north side of Smith River, opposite <br /> <br />the City's water pollution control plant. <br /> <br />City Manager Noland, as Secretary of the City's Industrial Development Authority, in <br /> <br />the interest of clarification, described certain on-going legal procedures necessary <br /> <br />to the proposed financing of the acquisition of the Martinsville Convalescent Center, <br /> <br />through the Industrial Development Authority, by new owners. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appointed Mr. A. J. ("Jack") <br /> <br />Lester, III, to membership on the City's Industrial Development Authority for the unexpired <br /> <br />term (ending September 26, 1983) of the late Victor A. Lester. <br /> <br />Council also unanimously appointed Mr. R. Duke Ferrell, Jr., to membership on the <br /> <br />City's CBD Commission, succeeding Mr. William A. Wade, resigned. <br /> <br />Council continued for further consideration, pending receipt of additional information, <br /> <br />City Manager Noland's recommendation (supported by various City Departments and/or <br /> <br />employees) that the City purchase and install, at a cost of some $5,000.00 (which <br /> <br />would require an appropriation), certain physical fitness equipment for use by <br /> <br />interested City employees and particularly those in the Police and Fire Departments. <br />
