<br />~1 <br /> <br />JANUARY 8, 1980 <br /> <br />TUESDAY <br /> <br />~ <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, January 8, 1980, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held December 11, 1979; and, through Mayor Hobson, recognized Mr. Irving R. McGhee, who <br /> <br />retired from the City's employment on December 31, 1979, as Traffic & Planning Director, <br /> <br />and presented Mr. McGhee with a token of appreciation for his faithful and valuable <br /> <br />services to the City during his tenure which began November 1, 1947. Council also <br /> <br />acknowledged the presence of Mr. James W. Wagoner, Jr., Vice-Chairman and a member of the <br /> <br />Henry County Board of Supervisors, as well as a statement by Mayor Hobson on the <br /> <br />challenges and opportunities as the City begins the 1980 decade. <br /> <br />Concurring in the findings, with regard to the City's proposed hydro-electric ("Ridgeway") <br /> <br />project and related facets, of the City's Select Citizens Study Committee (chaired by <br /> <br />Mr. George B. Adams, Jr.), and supported by analyses by both Councilman Greene and the <br /> <br />firms of Blyth-Eastman-Paine-Webber, Inc., Salomon Brothers, and Wheat First Securities, <br /> <br />of the most current data available as to the feasibility of said proposed project, Council <br /> <br />authorized the proceeding with Phase II-B of the engineering study series, which phase <br /> <br />is expected to be completed by late 1980, after which Council will decide whether to <br /> <br />apply for a construction license from the Federal Energy Regulatory Commission. Meanwhile, <br /> <br />at the suggestion of Councilman Greene, Council will soon give consideration to the <br /> <br />selection of financial-and/or-bond counsel for the City and the project. <br />
