<br />,-' { <br /> <br />"'- <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1980 <br /> <br />- <br /> <br />Upon recommendation of the City's administrative staff, Council authorized the purchase <br /> <br />of a tract of land, consisting of some 8/l0ths of an acre, situated generally on the <br /> <br />southwest side of Morgan Street, at a cost of $13,000.00, as a site on which the City <br /> <br />proposes to construct a ground-level water storage reservoir and for which a Special- <br /> <br />Use Permit will be required. Accordingly, Council authorized and directed the filing <br /> <br />of an application for such permit with the City's Planning Commission. <br /> <br />- <br /> <br />Council continued to its next regular meeting the consideration of ways and means to <br /> <br />implement the recent "Letter to the Editor" (of the Martinsville Bulletin) written by <br /> <br />Mrs. Mabelle S. King, Director of the City's Social Services Department, citing <br /> <br />"deficiencies" in Federal regulations under which the Social Services Department (and <br /> <br />like agencies elsewhere) must administer welfare grants. <br /> <br />Upon inquiry of Councilman Oakes, City Manager Noland indicated that inquiry would be <br /> <br />made of the State's Department of Highways & Transportation as to delays in promised <br /> <br />public hearings by that agency and the scheduling of construction for the proposed Spruce <br /> <br />Street Extension Project. <br /> <br />At the suggestion of Councilman Greene, City Manager Noland indicated that he would explore <br /> <br />the possibility of obtaining "private" lease financing of the City's data-processing <br /> <br />system, now in the process of being acquired and installed. <br /> <br />Upon motion, duly seconded and by a recorded vote, Council unanimously convened into an <br /> <br />Executive Session to consider one or more personnel matters and to consider impending <br /> <br />litigation, pursuant to Section 2.1-344(1) and Section 2.1-344(6), respectively, of the <br />
