.~ ,

TUESDAY

DECEMBER II, 1979

-

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in
regular session held on December II, 1979, that the General Assembly
be requested, and it hereby is requested, to amend Section 3 of Chapter
II of the Charter of said City by adding thereto the following sentence:

"In case of a bond issue for a hydro-electric project,
the probable life of the improvement or undertaking
requiring said bond issue, and of any real estate
acquired therefor, may be deemed to be as long as
fifty (50) years."

BE IT FURTHER RESOLVED that the Clerk of this Council shall forth-
with forward certified copies of this resolution to the elected
representatives of the City of Martinsville in said General Assembly
so that a bill incorporating said proposed Charter amendment may be
offered at the next session of said General Assembly.

After acknowledging receipt--and discussing same briefly--of a report prepared by C. T. Main,

Inc., on the City's existing hydro-electric facility and certain alternatives thereto, and a

report prepared by R. W. Beck & Associates on "Phase II-B" of the City's proposed "Ridgeway"

hydro-electric project, Council referred these reports to Mr. George B. Adams, Jr., and/or

his special study committee for a general over-view and for any comments thereon he or the

study committee choose(s) to offer, hopefully at Council's first meeting in January, 1980, or

at a special meeting prior thereto if deemed necessary, in order that Council might act

within the revised time-table established for the "Ridgeway" project, should Council desire

to proceed with "Phase II-B" thereof.

Council took no action on a position statement recently issued by the Governor of the

Commonwealth of Virginia with regard to the "putting on line" of Virginia Electric Power

Company's North Anna No.2 Nuclear (electric generation) Plant.

Council acknowledged receipt of a check issued by the State Treasurer, in the amount of

$7,152.30, representing the City's share of the local (regional) Health Department's un-used

funds for the fiscal year ended June 30, 1979.
