<br />I', (' /!I <br />t.: ,/ Y: <br /> <br />TUESDAY <br /> <br />DECEMBER II, 1979 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, December II, 1979, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its meetings held <br /> <br />November 13, 1979 and November 19, 1979. <br /> <br />Prior to considering its regular order of business, and through Mayor Hobson, Council <br /> <br />presented a service award to W. H. Yeaman, its Clerk and Director of Finance, in recognition <br /> <br />of his thirty-five years service (as of December 15, 1979) as an employee of the City. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on the <br /> <br />question as to whether the City should request the forthcoming 1980 Virginia General Assembly <br /> <br />to amend Section 3 of Chapter II of the City Charter to the extent that where hydro-electric <br /> <br />projects are financed through the issue of long-term bonds such bonds may be issued for as <br /> <br />long as fifty years (instead of the present thirty years). There being no objections <br /> <br />registered by any citizens to this proposal, Council unanimously adopted the following resolution <br /> <br />so requesting the General Assembly: <br /> <br />WHEREAS, a public hearing was held on December II, 1979, by the City Council <br />of the City of Martinsville, Virginia, after notice made in accordance with <br />the requirements of Section 15.1-912 of the 1950 Code of Virginia, as <br />amended, on the question of whether or not the said Council should request <br />the General Assembly to amend the City's Charter according to the terms <br />hereinafter set forth; and, <br /> <br />WHEREAS, the response at said public hearing indicated that the citizens <br />of said City desire that said Council request the General Assembly to amend <br />said Charter as hereinafter set forth; now, therefore, <br />
