<br />" <br /> <br />4 <br /> <br />TUESDAY <br /> <br />OCTOBER 23, 1979 <br /> <br />overview of this report and acknowledging the fact that the report does not <br /> <br />reflect a reduction in the findings of a local need for 495 additional subsidized <br /> <br />housing units by the recently-approved 100 units for Fralin & Waldron's Spruce <br /> <br />Village Apartment project for the elderly and/or handicapped, Dr. Burnette <br /> <br />emphasized one purpose of the report as being a methodology by which "assisted <br /> <br />housing" can be locally controlled and by which such housing can be more equitably <br /> <br />distributed. Dr. Burnette further pointed out that the cities of Martinsville and <br /> <br />Danville already have done more than their relative share (among the seven WPPDC <br /> <br />governmental jurisdictions) and, furthermore, if Martinsville meets and continues <br /> <br />to meet its housing goals, the U. D. Department of Housing & Urban Development <br /> <br />will discourage developers from attempting to build large federally-financed housing <br /> <br />projects within the City. In response to Councilman West's expressed concern that <br /> <br />the proposed regional housing plan might encourage the locating of subsidized <br /> <br />housing in areas (in Martinsville) where little or no such housing now exists, inas- <br /> <br />much as this is a recognized precept (of Federal policy), Dr. Burnette pointed out <br /> <br />that, as a practical matter, there is no space for subsidized housing in most of <br /> <br />Martinsvillets middle-and-upper income sections. Council received the report and <br /> <br />plan for further study, which plan--before it can become the official housing plan <br /> <br />or goal for the WPPDC region and be binding upon the Department of Housing & Urban <br /> <br />Development--must be approved by a majority (four) of the seven WPPDC governmental <br /> <br />jurisdictions representing 75% of the region's population. <br /> <br />Council continued to its next regular meeting its consideration of appointing a <br /> <br />City-representative to the WPPDC's Public Services Committee to replace Mr. James <br /> <br />M.
