<br />{--... ,,-, <br /> <br />I... -'Lj <br /> <br />TUESDAY <br /> <br />OCTOBER 23, 1979 <br /> <br />In tentative acceptance of a recommendation by the Planning Commission, Council <br /> <br />placed on first reading--and scheduled for public hearing at Council's forthcoming <br /> <br />November 13th meeting......an ordinance which would amend Section VIII(C) of the City's <br /> <br />Zoning Ordinance to allow for the operation of day-care centers in "R-9 Residential" <br /> <br />districts, subject to the issuance of required special-use permits therefor. <br /> <br />Also, in tentative acceptance of a recommendation by the Planning Commission, <br /> <br />Council scheduled for public hearing at its forthcoming November 13th meeting an <br /> <br />application for a Special~se Permit, as filed by Clearview Wesleyan Church, seeking <br /> <br />permission to operate a day-care center in an addition (now under construction) to <br /> <br />said church, at 925 Barrows Mill Road, subject to the adoption of the aforesaid <br /> <br />amendment to the City's Zoning Ordinance. <br /> <br />Council acknowledged receipt of a communication from the Planning Commission, <br /> <br />reporting that said Commission has approved Fralin & Waldron's request (filed with <br /> <br />Council on October 9, 1979) for a modification of a Special-Use Permit issued to <br /> <br />Fralin & Waldron under date of May 22, 1979 for its Spruce Village Apartment complex <br /> <br />(for the elderly and/or handicapped), whereby the number of apartment units is being <br /> <br />increased from 94 to 101, with the 101st unit to be occupied by a resident manager. <br /> <br />For and on behalf of the West Piedmont Planning District Commission, Dr. O. Lawrence <br /> <br />Burnette, Jr., its Director, Mr. Lee Lintecum, its Assistant Director, and Mrs. Lynn <br /> <br />Ward, its Housing Planner, appeared before Council and presented a study report <br /> <br />entitled, "Housing Needs and Opportunities", encompassing the West Piedmont Planning <br /> <br />District, as prepared by Mrs. Ward, with said study report having five sections or <br /> <br />divisions, viz., needs, goals, recommendations, historic preservation, and supporting <br /> <br />appendices, and being an up-dating of a 1973 document of similar character. <br /> <br />In an <br />
