(, 0 ._~ () TUESDAY , OCTOBER 9, 1979 , On behalf of the thirty--seven "certificated'" taxicab operators.,..owners in Martinsville, Attorney John J. Hartley appeared before Council and requested certain increases in the taxicab rates or tariffs last revised on March 12, 1974, citing not only the continuing increases in the cost of purchasing, operating and maintaining taxicabs but also the rates now in effect in other area cities, Upon motion by Councilman West and seconded by Councilman Oakes; and by a vote of three~to~two ("'for'!.: Councilmen West, Oakes, and Greene,; "'against"',( Mayor Hobson and Vice Mayor Cole), with Mayor Hobson expressing recognition of a need for taxicab rate increases but also expressing the opinion that action thereon should not be taken at the same meeting such a request is filed; and with Vice Mayor Cole inquiring as to the statutory authority by which the City regulates local taxicabs and local taxicab rates, Council effected the requested rate increases by the following ordinance amending Section 16.41 of the City Code: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled, that Section 16~1 of the CODE OF THE CITY OF MARTINSVILLE (1971), and as amended, be and is hereby further amended to read as follows: Section 16-41. Meter, etc" rates, No owner or operator of any taxicab operated under a certificate of public convenience and necessity issued under this article shall charge for the hire thereof a sum that shall be greater or lesser than in accordance with the following rates of hire( For the first one-fourth of a mile, or fraction thereof $0.85 For each succeeding one~eighth mile, or fraction thereof . $0.10 In addition to the foregoing charges( For each trunk, if handled by the driver . , . $0.30 For placing large bundles or packages of groceries into a cab or removing therefrom into a residence or other building $0.30 For each minute of waiting time . . . . . . . . . . . . . $0.166 There shall be no charge for extra passengers or handbags. BE IT FURTHER ORDAINED by said Council that this amending ordinance shall be in force on October 15, 1979, or as soon thereafter as the taxicab meters, to which this amending ordinance applies, can be converted and/or re-set to reflect and effect the foregoing rates.
