Following consideration of the report, motion was made by <br /> <br />Mr. West, seconded by Mr. Cole, and carried unanimously, that the Council conduct a Public <br /> <br />Hearing on the proposed street closings, which hearing was scheduled for Council's forthcoming <br /> <br />October 9th meeting. Following this action by Council, Mr. John L. Gregory, III, Attorney at <br /> <br />Law and Counsel for Virginia Mirror Company, verbally and in writing brought to Council's <br /> <br />attention the fact that, in preparing for the Planning Commission's September 20th public <br /> <br />hearing on his client's street-closing petition, it became apparent that to achieve zoning <br /> <br />consistency for his client's properties and to permit the planned development thereof it would <br /> <br />be necessary to rezone to "M-2 Industrial" five lots (owned by Virginia Mirror Company) fronting <br /> <br />Maryland and Lavinder Streets' whereupon motion, duly seconded and unanimously carried, Council <br /> <br />referred this matter (in the form of a property rezoning petition) to the Planning Commission for <br /> <br />its consideration and recommendation. <br /> <br />Council received a report from the Planning Commission, recommending that the petition submitted <br /> <br />August 14, 1979, by Ms. Mary V. Cummings and Mrs. Louise R. Noble, seeking the closing and <br /> <br />abandonment of a forty-foot street space between petitioners' properties on the east side of <br /> <br />Oakdale Street and extending from said Oakdale Street eastward to a twenty-five foot alley <br /> <br />adjacent to the J. Frank Wilson Memorial Park (i.e., City Park, off East Church Street Extension), <br /> <br />be granted. Upon motion, duly seconded and unanimously carried, Council called for a duly- <br /> <br />advertised public hearing to be conducted by Council on this matter at Council's forthcoming <br /> <br />October 23rd meeting. <br /> <br />City Manager Noland reported that the City's insurance consultant represented the City at a <br /> <br />recent meeting conducted by the Virginia Municipal League on a proposed reciprocal insurance plan <br /> <br />for local Virginia governments. The City Manager further noted that the City's insurance <br /> <br />consultant, who also serves as insurance consultant to the City School Board, will appear before <br /> <br />
