<br />" (1 /'1 <br />.~.) ~ <br /> <br />THURSDAY <br /> <br />SEPTEMBER 20, 1979 <br /> <br />the School Board at an upcoming School Board meeting to discuss said reciprocal insurance <br /> <br />plan, whereupon Council agreed to meet jointly with the School Board at said meeting and for <br /> <br />said purpose, with notice thereof to local insurance firms and invitation to such firms to <br /> <br />be represented at said meeting and to participate in any discussion of this matter, if they <br /> <br />so desire. <br /> <br />Dr. James Calkins, Superintendent of City Schools, appeared before Council and explained the <br /> <br />School Board's need for authorization to place an order for a school bus, which would be <br /> <br />specially designed to transport handicapped persons, since delivery of the vehicle could not <br /> <br />be secured before the onset of the 1980-81 fiscal year. Accordingly, Council authorized the <br /> <br />immediate placing of an order for the vehicle as proposed, with the understanding that the <br /> <br />cost is expected to be approximately $15,000.00 and with the further understanding that provision <br /> <br />would need to be made in the 1980-81 fiscal budget to cover the proposed purchase. <br /> <br />Mayor Hobson took note of the water supply emergency which occurred on September 19, 1979 when <br /> <br />a contractor, installing a new 20-inch pipeline to provide additional raw water to the City's <br /> <br />system, broke an existing 20-inch main. The Mayor expressed the appreciation of the City for <br /> <br />the dedicated work of the City's forces, the contractor's forces, and for the help provided <br /> <br />by the Press and Radio in providing public information and helping to secure the cooperation of <br /> <br />the public during the emergency. <br /> <br />Upon motion, duly seconded, and unanimously carried by a recorded vote, and pursuant to <br /> <br />Section 2.1-344(2) and to Section 2.1-344(6) of the CODE OF VIRGINIA, Council convened into <br /> <br />Executive Session to consider three specific real estate matters, one of which involved efforts <br /> <br />to secure right-of-way for street improvements, as well as to hear a report on the status of <br /> <br />negotiations between the City and Henry County and its Public Service Authority with regards <br /> <br />to a proposed water service contract.
