<br />(-..... r <br />, :') ~ ) <br /> <br />TUESDAY <br /> <br />SEPTEMBER II, 1979 <br /> <br />study report previously filed with Council as well as with the Henry County Board of <br /> <br />Supervisors, setting forth City-County housing needs by categories identified as replacement <br /> <br />needs, rehabilitation needs, and needs for Federal "Section 8"-financed housing, all by <br /> <br />units which--in one or more aspects--differ considerably with the soon-to-be-released <br /> <br />Housing Needs Study by the West Piedmont Planning District Commission. Mr. Robert S. Martin, <br /> <br />of 104 Massey Street, who had previously appeared before Council in support of the proposed <br /> <br />rehabilitation project, again expressed his support thereof and emphasized the need <br /> <br />therefor. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the Director of <br /> <br />Finance to add $300,000.00 to the Electric Department's Escrow Account and to invest this <br /> <br />sum in such manner as is deemed best to the City's interest. <br /> <br />Council continued for consideration a counter-proposal water service agreement presented <br /> <br />by the Henry County Board of Supervisors and the Henry County Public Service Authority, as <br /> <br />response to the City's proposed agreement authorized by Council on April 10, 1979, and-- <br /> <br />upon motion, duly seconded and unanimously carried--appointed City Manager Noland, City <br /> <br />Attorney Worthy and Assistant City Manager-Public Works Director Brown to serve as a <br /> <br />study-negotiating team on these proposed agreements and to report to Council their findings <br /> <br />and recommendations. <br /> <br />Council unanimously referred to the Planning Commission, for its consideration and <br /> <br />recommendations, the following two petitions: <br /> <br />(I) a request filed by Mrs. Christine M. Bennett (Vice President of Bennett <br />& Wilson, Inc., Realtors), on behalf of Mr. & Mrs. Leonard Brammer, <br />seeking the rezoning to "P-2 Professional" of the Brammers' property <br />at 403 Starling Avenue; and <br />(2) a request, as filed by The Reverend Dale L. Reynolds, Pastor of <br />Clearview Wesleyan Church, seeking an amendment to the Special-Use <br />section of the City's Zoning Code to allow for the operation of day <br />care centers in churches within "R-9 Residential" districts. <br />
