<br />r' r <br />;"" , <br /> <br />TUESDAY <br /> <br />SEPTEMBER II, 1979 <br /> <br />Upon motion, duly seconded and unanimously carried, Council reappointed Messrs. Irving M. <br /> <br />Groves, Jr., and Victor A. Lester to four-year terms on the Industrial Development Authority, <br /> <br />beginning September 27, 1979. <br /> <br />Mr. Isaiah Dillard, of 1007 Roundabout Road, appeared before Council and cited the need for <br /> <br />better emergency rescue service and response that there might not be a repetition of the recent <br /> <br />incident in which the Martinsville-Henry County Rescue Squad could not respond to a motor <br /> <br />vehicle accident at "A" and Third Streets, involving two passenger cars, where school children <br /> <br />were awaiting a City school bus and one school student was killed, another was seriously <br /> <br />injured, and others were less seriously injured. There was pointed out to Council and the <br /> <br />public, meanwhile, that the Martinsville-Henry County Rescue Squad is composed of volunteers <br /> <br />and that, especially during daytime work-hours (when the members are employed in their gainful <br /> <br />occupations), ambulance-and-rescue service is not always readily available from this agency, <br /> <br />a circumstance recognized by the agency and a problem, as noted by Councilman Oakes (a member <br /> <br />of the rescue organization), which needs to be resolved. <br /> <br />Upon motion, duly seconded and unanimously carried (by a recorded vote, and pursuant to <br /> <br />Section 2.1-344(6) of the CODE OF VIRGINIA (1950, and as amended), Council convened into an <br /> <br />Executive Session to be briefed by legal counsel on the status of pending litigation, following <br /> <br />which Executive Session and briefing Council reconvened into regular session; and, there being <br /> <br />no other business to be considered by Council and no action required on the pending litigation <br /> <br />matter, Council was adjourned. <br /> <br />II.'} 7e'a~~f Clerk of Council <br />
