<br />(~ t~ <br /> <br />I. <br /> <br />TUESDAY <br /> <br />SEPTEMBER 11, 1979 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />William D. Hobson presiding, was held Tuesday, September 11, 1979, in the Council Chamber, City <br /> <br />Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />August 28, 1979. <br /> <br />~ <br /> <br />Pursuant to duly-published public notice and to Federal requirements governing the filing of <br /> <br />pre-applications for Community Development Act funds or grants, Council conducted a public <br /> <br />hearing on a proposal, previously authorized, to file a pre-application seeking a Community <br /> <br />Development Act grant of $600,000.00 to finance the cost of rehabilitating certain existing <br /> <br />residential units within the City of Martinsville. Council was informed that the City's <br /> <br />required administrative public hearing on this matter was conducted on Thursday, August 30, <br /> <br />1979, in the Council Chamber, beginning at 7:30 P.M. In connection with this matter, <br /> <br />Mr. Robert A. Williams, Attorney at Law and a member of the City's Citizens Advisory Group, <br /> <br />reported that the City-members of this group have studied the proposal and that it endorses <br /> <br />same, meanwhile favoring the "single-family residence block development" concept or approach <br /> <br />(as opposed to expending funds to rehabilitate multi-family residential buildings). Mr. <br /> <br />~ <br /> <br />Williams reported further, however, that the local advisory group has some reservations about <br /> <br />the administrative aspects of the program, viz., how the funds will be spent, etc. Council <br /> <br />was presented with a tabulation, compiled by City staff personnel, citing the household <br /> <br />characteristics, income characteristics, housing conditions, and housing values of two <br /> <br />neighborhoods in which the rehabilitation funds are proposed to be spent, indicating a real <br /> <br />need for the proposed project. In addition, Mr. Michael A. Muse, a member of the local <br /> <br />Chamber of Commerce's Housing Committee, cited this committee's findings, as set forth in a <br />
