Meanwhile, Council deferred action on the City's <br /> <br />administrative staff's proposal that a consultant (with expertise in Federally- <br /> <br />financed housing rehabilitation projects) be retained on a "contingency-fee" basis <br /> <br />to assist the City in such a project should the City's pre-application be approved <br /> <br />and should the City then be invited to file a final application for such purpose <br /> <br />and should the City's final application be approved and the Federal funds be made <br /> <br />available. <br />
