<br />'~,~ ') <br />"i 11 ~ <br /> <br />TUESDAY <br /> <br />AUGUST 14, 1979 <br /> <br />property situated south of the Norfolk & Western Railway Company's <br /> <br />right-of-way south and southwest of South Moss Street (the streets <br /> <br />involved being Electra, Reynolds, and Roanoke Streets). <br /> <br />Council deferred action on the Martinsville Transportation Safety Commission's <br /> <br />resolutions requesting Council to direct the City Manager to work with City <br /> <br />School officials toward (a) relocating the school bus loading/unloading station <br /> <br />at Patrick Henry Elementary School and (b) the alleviating of traffic congestion <br /> <br />at the end of the school day at Martinsville Junior High School. Council also <br /> <br />"tabled" the Commission's resolution requesting that Council "....... utilize <br /> <br />all legal means to promote and advance the use of seatbelts by all persons <br /> <br />driving or riding in City-owned vehicles and by the entire motoring public." <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the <br /> <br />acquisition by the City of a small tract of land from The Lester Group, at a cost <br /> <br />of $3,500.00, for right-of~way required to enlarge a City-owned water pumping <br /> <br />station and the obtaining of an easement (of some 200 feet in length), also from <br /> <br />The Lester Group, in connection with the current Waterworks Improvement Program <br /> <br />(see Council minutes of November 14, 1978) being financed principally by a <br /> <br />Federal "UDAG" grant of $3,090,000,00. <br /> <br />After considerable discussion, and upon motion (duly seconded and carried by a <br /> <br />vote of three-to-two, Messrs. Greene, Cole, and Hobson voting in the affirmative <br /> <br />and Messrs. Oakes and West voting in the negative), Council authorized the City <br /> <br />administration to file a pre-application with the United States Department of <br /> <br />Housing & Urban Development for a grant of $600,000.00, under the Federal <br /> <br />Community Development Act, to finance the cost of rehabilitating some thirty-five to <br /> <br />fifty private residences, subject to eligibility and consent, located within one <br /> <br />or more of the following areas: <br />
