It <br /> <br />AUGUST 14, 1979 <br /> <br />TUESDAY <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted the following <br /> <br />report from the Planning Commission and, in so doing, adopted the recently-updated <br /> <br />Comprehensive Plan, including the proposed Land-Use Plan, with such exceptions as <br /> <br />set forth in said report: <br /> <br />The Planning Commission at its meeting on Tuesday, August 7, 1979, gave <br />further consideration to the matter of the Land Use Plan referred back to <br />the Commission for a study of the Open Space areas as indicated in the south- <br />eastern section of the City, particularly those in the Lanier Farm area and <br />the Whittle Trust area, Following much discussion of this matter, the <br />Commission decided that the matter of the Open Space areas could not be <br />completed at this meeting and as a result voted to make the following recomm- <br />endation to Council~ that Council adopt the Comprehensive Plan as proposed <br />including the Land Use Plan except for those Open Space areas in the southeast <br />section of the City including the Mulberry and Lanier Road areas. <br /> <br />The Commission felt that, if Council could adopt these portions of the <br />Comprehensive Plan, other phases of it could be implemented without further <br />delay until a decision can be reached by the Commission as to those Open <br />Space areas indicated, <br /> <br />In the meantime, the Commission and certain of the Administrative Staff will <br />be working with the property owners in the areas affected and attempt to <br />reach a decision in the near future and make a further recommendation to <br />Council on those areas at that time. <br /> <br />The Planning Commission respectfully submits the above recommendation for <br />Council's further consideration. <br /> <br />Council unanimously referred to the Planning Commission, for its consideration and <br /> <br />recommendations, the following two petitions: <br /> <br />(1) a petition submitted by Ms. Mary V. Cummings and Mrs. Louise R, Noble, <br /> <br />seeking the closing and abandonment of an unopened alley situated between <br /> <br />petitioners' properties on the east side of Oakdale Street and extending <br /> <br />from Oakdale Street to the City Park (the J. Frank Wilson Memorial Park); <br /> <br />and <br /> <br />(2) a petition submitted by Virginia Mirror Company (through its counsel, Mr. <br /> <br />John L. Gregory, III, Attorney at Law), seeking the closing and abandonment <br /> <br />of certain streets and alleyways presently surrounded by petitioner's <br />
