<br />f~ .) <br />\; Y <br /> <br />JULY 10, 1979 <br /> <br />TUESDAY <br /> <br />inspection of the street and adjacent properties during the afternoon of July 10, 1979, <br /> <br />at which time certain information--not heretofore presented nor available--was introduced <br /> <br />in the form of a "plan" which Attorney Benjamin R. Gardner, Counsel for the petitioners, <br /> <br />claimed would be devastating to his clients' properties if such plan (to allow for the <br /> <br />development of G Street) is adopted; however, Attorney Robert A. Williams, Counsel for <br /> <br />Martinsville Homebuilders, claimed that the "new plan" would allow for the development of <br /> <br />G Street without undue hardship to other property owners. Assistant City Manager-Public <br /> <br />Works Director George W. Brown informed Council that G Street, for example, because of its <br /> <br />existence prior to the adoption of the City's Subdivision Ordinance in 1958, could be <br /> <br />developed under the less stringent requirements of the City's Water & Sewer Extension <br /> <br />Ordinance. Upon motion, duly seconded and unanimously carried, Council re-referred this <br /> <br />petition and the newly-developed information to the Planning Commission for its re-evaluation. <br /> <br />Upon motion, duly seconded and carried by a vote of four-to-one (Councilman \vest voting "No"), <br /> <br />and upon recommendation by the City's administrative staff, Council revised its Housing <br /> <br />Assistance Plan (Table III - Goals for Lower Income Housing Assistance) to reflect the recently- <br /> <br />granted permit to Fralin & Waldron for its proposed apartment complex for the handicapped and/or <br /> <br />elderly and, also, to meet the percentage requirements established by the U. S. Department of <br /> <br />Housing & Urban Development as to categories of households to be assisted. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, a <br /> <br />Special-Use Permit Application filed by Garrett Wells & Associates, seeking permission and <br /> <br />authorization for the construction of (and utility service for) petitioner's proposed twenty-unit <br /> <br />Hydenwood Apartment complex to be located on Banks Road Extension. <br />
