The vote in <br /> <br />support of this concept was four-to-one, Vice Mayor Cole voting "No" on the basis that, <br /> <br />although in support of the Blue Ridge Regional Library, he can not ask the Commonwealth for <br /> <br />"Full Funding" in light of its other financial obligations and commitments. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the expending by the <br /> <br />Blue Ridge Regional Library during 1979-80 of the Commonwealth's Grant-In-Aid sum of $55,915.00 <br /> <br />for the purposes attached to said grant. <br /> <br />In connection with City Manager Noland's memorandum dated June 5, 1979, pertaining to up-dated <br /> <br />"Bingo Games" statutes, Council took no exception to the "instant bingo" provisions thereof and <br /> <br />(I) waived the application fee stipulated in State Code Section 18.2-340.2 and (2) waived the <br /> <br />annual audit fee (see State Code Section 18.2-340.7.B) for any permit holder whose annual gross <br /> <br />receipts are less than two thousand dollars ($2,000.00) but established an annual audit fee of <br /> <br />ten dollars ($10.00) for any permit holder whose annual gross receipts exceed two thousand <br /> <br />dollars ($2,000.00). <br /> <br />Council "tabled" consideration of proposed amendments to the City's Business License Tax <br /> <br />Ordinance's provisions relating to coin-operated machines and vending machines, to conform <br /> <br />with revised State statutes thereon. <br /> <br />Continuing its consideration of a petition (submitted initially on June 13, 1978 by Messrs. <br /> <br />Fred D. Gill and Silver C. Williams) requesting the closing and abandonment of that section of <br /> <br />G Street which lies between Second and First Streets, Council noted that it conducted an on-site <br />
