<br />50 <br /> <br />TUESDAY <br /> <br />JUNE 12, 1 9 7 9 <br /> <br />Council scheduled for a duly-advertised public hearing, at Council's forthcoming <br /> <br />July 10th regular meeting, the proposed updating of the City's Comprehensive Plan, <br /> <br />including its Land-Use Plan, adoptions of which were recommended by the Planning <br /> <br />Commission by report dated May 22, 1979. <br /> <br />Council took no action on a request submitted by the Martinsville Volunteer Fire <br /> <br />Company for additional financial support by the City of said organization to off-set <br /> <br />additional security costs to be incurred during the conduct of the forthcoming 1979 <br /> <br />Firemen's Bazaar. <br /> <br />Upon motion, duly seconded and unanimously carried, Council amended Section 3 of the <br /> <br />City's Housing Assistance Plan (entitled, "Goals for Lower Income Housing Assistance - <br /> <br />Three Year Goal") to provide for one hundred (100) new rental housing units for the <br /> <br />elderly or handicapped. Meanwhile, by letter, Mrs. Mabelle S. King, Director of the <br /> <br />City's Social Services Department, expressed concern over the impact a proposed <br /> <br />"subsidized" 120-unit apartment complex, to be located on Pine Hall Road, might have <br /> <br />upon her departmental budget. In connection therewith and with the need to develop a <br /> <br />meaningful plan (through the WPPDC) to determine and/or assess local housing needs, <br /> <br />Assistant City Manager-Public Works Director George W. Brown expressed the opinion that <br /> <br />the rehabilitation of existing houses is currently the principal need in Martinsville. <br /> <br />Pursuant to City Manager Noland's memorandum (to Council) of June 1, 1979, Council (by <br /> <br />a recorded and unanimous vote) appropriated--from the General Fund's emergency account--the <br /> <br />sum of $1,200.00 for the purchase (recommended by the City's Electoral Board) of two "used" <br /> <br />AMV voting machines from Montgomery County, Maryland. <br /> <br />In response to City Manager's Noland's inquiry, Council requested the presentation to <br /> <br />Council of "galley proofs" of the City's re-written and re-edited Employee Manual, as <br /> <br />recently amended, before this manual is re-printed. <br />
