<br />.~\ ~ <br />t" J <br /> <br />TUESDAY <br /> <br />JUNE 12, 1 9 7 9 <br /> <br />City Manager Noland reminded members of Council of the forthcoming June 27th-28th <br /> <br />- <br /> <br />"Joint Action Workshop" being sponsored jointly by the Virginia Municipal League and <br /> <br />the Municipal Electric Power Association of Virginia, in Richmond, Virginia, to consider <br /> <br />energy needs, the joint generation of electricity under the 1979 "Electric Authorities <br /> <br />Act" enacted by the Virginia General Assembly, and the cost of constructing and operating <br /> <br />joint facilities. <br /> <br />- <br /> <br />Councilman Oakes requested status reports on the (a) computer program or data processing <br /> <br />system for the City and (b) proposed water system improvements program, for which Federal <br /> <br />UDAG funding has been assured. <br /> <br />Upon motion, duly seconded and by a recorded unanimous vote, Council convened into an <br /> <br />Executive Session, pursuant to paragraph (6) of subsection (a) of Section 2.1-344 of the <br /> <br />CODE OF VIRGINIA (1950, and as amended), viz., to consult with City Attorney Worthy and <br /> <br />to receive briefings by staff personnel on a reported civil action ("covered" by the <br />the <br />Martinsville Bulletin in its edition of June 12, 1979), for which and on which/City and its <br /> <br />named officials have not received legal notice, instituted against the City, City Manager <br /> <br />Noland, and Police Chief Frank A. Gard, Sr., by former Police Officer Jerry D. Keffer, <br /> <br />claiming a violation of certain procedural requirements, Mr. Keffer's unlawful suspension <br /> <br />and discharge, and humiliation and embarassment and other grievous injuries resulting <br /> <br />therefrom. <br /> <br />Upon reconvening into regular session, and there being no other business to consider at <br /> <br />this meeting, Council was adjourned. <br /> <br />C", ..:. \. Yeaman, Clerk of Council <br />~ <br /> <br />ADDENDUM <br /> <br />During a discussion of the proposed updating of the City's Comprehensive Plan and the setting of a <br />public hearing thereon, reference was made to a recently-released report from the Housing Committee of <br />the Martinsville-Henry County Chamber of Commerce, to which Assistant City Manager-Public Works Director <br />George W.
