<br />.' ~ <br />~",' '...J! <br /> <br />TUESDAY <br /> <br />MAY 22, 1979 <br /> <br />-- <br /> <br />Council referred to the Planning Commission--for its consideration and recommendation--a <br /> <br />petition filed by Garrett Wells & Associates seeking a modification of a Special-Use Permit <br /> <br />(issued October 25, 1977 and modified November 29, 1978) issued for petitioner's Candlewyck <br /> <br />Apartments, outside the City's corporate limits, Chatham Heights area. <br /> <br />By a vote of three-to-two (Messrs. Hobson, Cole, and Greene, in favor; Messrs. West and Oakes <br /> <br />- <br /> <br />opposing, citing Council's prior action toward terminating the City's Winterization Program <br /> <br />by June 30, 1979), Council accepted the following proposal offered by The Piedmont Seniors <br /> <br />of Virginia, Inc., to provide and administer a joint City-County Winterization Program: <br /> <br />(I) That there be adequate administrative and materials funds to carry out <br />such a program in the two jurisdictions. <br /> <br />(2) That each jurisdiction commit two CETA positions to provide the necessary <br />number of workers for the program as soon as possible and no later than <br />October 1979. <br /> <br />(3) That effective July I, 1979 the City transfer to PSOV, Inc. title to <br />the converted school bus presently being used by the program; title <br />to revert to the City at such time as PSOV, Inc. discontinued <br />winterization service to the elderly in Martinsville. PSOV, Inc. <br />would provide liability coverage and be responsible for maintenance <br />and operation of the vehicle while holding title. <br /> <br />(4) That the City of Martinsville continue as fiscal agent for the program <br />until September 30, 1979, for the following reasons: <br /> <br />(a) At the present time, there are no additional funds for new <br />programs. <br /> <br />- <br /> <br />(b) The City has an existing contract with funds that do not expire <br />until September 30, 1979. <br /> <br />(c) An earlier changeover would cause additional work and audit <br />expense. <br /> <br />(5) That PSOV, Inc. would undertake superV1Slon of the program July I, <br />1979 and begin serving Henry County at that time. PSOV would become <br />the grantee and fiscal agent October I, 1979. <br /> <br />(6) That Henry County will provide for the normal maintenance and operation <br />of the vehicle used to transport laborers equipment and materials to the <br />work sites beginning July I, 1979. <br />
