~"n :1
~ J. t:t

TUESDAY

MAY 22, 1979

Finney, of Earle W. Greene, Realtor) seeking "C-2 Commercial"
zonings of petitioner's three properties consisting of a house
and lot fronting Askin Street, the building and lot formerly
occupied by Cross Laundry at the corner of Askin and South
Streets, and the adjacent house and lot fronting South Street;
and

(2) At Council's forthcoming June 26th meeting, on a petition
submitted (June 13, 1978) by Messrs. Fred D. Gill and Silver C.
Williams, seeking the closing and abandonment of that portion
of "G" Street which lies between First and Second Streets,
subject to the reservation of forty feet at the east end of "G"
Street (at First Street) for a possible turnaround.

Through Mr. Norman J. Paulsen, Business Administrator for the Martinsville-Henry County

Health Department, Council received said Department's proposed 1979-80 budget (as applicable

to the City of Martinsville), reflecting an 8.4% increase (over 1978-79) in the City's shared

cost; and through Mr. Lambert Wood, Executive Director of the Piedmont Mental Health & Mental

Retardation Services agency (Le., "Chapter 10" Board), Council received that agency's proposed

1979-80 budget, reflecting a 25.9% decrease in the City's share over 1978-79, brought about by

the adoption by that agency of a revised formula to determine the local governmental

jurisdictions' cost shares.

City Manager Noland presented adjustments to his recommended 1979-80 City Budget, pursuant to

Council's directive from its special meeting held May 17th, by which might be effected a 99C

real estate tax rate for 1979-80, as opposed to the Manager's proposed $1.05 tax rate.

Included in these revisions was an amount of $2,500.00 (corrected to $2,739.00), as an

addition to the initially proposed budget, as a contribution to the FOCUS agency, which

addition Council tentatively approved with the request that all future (after 1979-80) funding

of this agency be through the Martinsville-Henry County United Fund, noting that partial funding

is currently being provided this recently-organized agency through the United Fund. Upon

motion, duly seconded and unanimously carried, Council placed on first reading said revised

1979-80 City Budget and called for a duly-advertised public hearing to be conducted thereon

at Council's forthcoming June 12th meeting.
