<br />J :{) <br /> <br />TUESDAY <br /> <br />MAY 22, 1979 <br /> <br />Council referred to the Planning Commission--for its consideration and recommendation--a <br /> <br />petition filed by Mr. R. Morgan Armstrong, Attorney at Law and Counsel for Michael L. <br /> <br />Alpers and Cheryl A. Alpers, seeking an appropriate commercial-type zoning for the Alpers' <br /> <br />property at 807 Starling Avenue, in order that the usage of said property might be converted <br /> <br />to a gift-shop activity, to be operated by R. Nelson Walsh, Jr., and Emily R. Walsh, now in the <br /> <br />process of purchasing said property for such purpose. <br /> <br />Council acknowledged receipt of City Manager Noland's memorandum dated May 18, 1979, <br /> <br />recommending that Council adopt an ordinance, permitted under State statutes (i.e., Section <br /> <br />18.2-340.1, et seq), to prohibit the holder of any City-issued Bingo Permit from conducting <br /> <br />"Instant Bingo". Council continued this matter, pending the giving of an opportunity to <br /> <br />representatives of local charitable organizations holding Bingo permits, as requested <br /> <br />specifically by the Knights of Columbus organization of St. Joseph's Catholic Church, to <br /> <br />present first their "cases" on this issue. <br /> <br />Council was adjourned. <br /> <br />~(~' <br />W.
