;P8 TUESDAY MAY 8, 1979 Similarly, Council deferred action on the Social Services' departmental budget for said fiscal year, as presented by the City Welfare Board through its Chairman, Mr. Owen Randolph Minter, meanwhile discussing with the Board certain facets of the proposed budget, including the amount of the City's cost (i. e., "local cost") in comparison with such costs for recent years and including the percentage amount of salary increases for departmental personnel, on which two matters the Social Services Department will furnish supplemental information to Council in the near future. Upon motion, duly seconded and unanimously carried, Council adopted a revised and/or amended Grievance Procedure for City employees to bring said procedure, as previously adopted and/or amended, into conformity with revised State statutes and to the present Section 9 of the City's Employee Manual. Upon motion, duly seconded and unanimously carried, Council authorized Mayor Hobson to execute, on behalf of the City, a document identified as "UDAG Grant Agreement B-78-AB-51-0l0711 with the Community Planning & Development division of the U. S. Department of Housing & Urban Development, through which agreement the City expects to obtain a grant of $3,000,000.00 to finance the major portion of the City's proposed water system improvements, for which the initial application filing was authorized by Council on July 25, 1978. Upon motion, duly seconded and unanimously carried, Council referred to the Planning Commission--for its consideration and recommendation--a petition filed by Prilco Rentals, seeking a I1C-3 Commercial" zoning for property identified as Lots Nos. 26 and 26A at the corner of Liberty Street and Clearview Drive.
