<br />,.."., r' <br /> <br />h, ',} <br /> <br />TUESDAY <br /> <br />MAY 8, 1979 <br /> <br />City Manager Noland informed Council that the City's Electric Department has filed with <br /> <br />the U. S. Department of Energy an application for an initial grant of $15,000.00 to finance <br /> <br />the cost of a study involving an engineering assessment "......to determine the feasibility <br /> <br />of installing new capacity at the existing hydroelectric facility at Martinsville, Virginia" <br /> <br />(i.e., the City's hydro-electric plant and dam on Smith River, just south of the City's <br /> <br />corporate limits, Route 220 South). <br /> <br />City Manager Noland also informed Council that studies are underway toward the ogranizing of <br /> <br />a cooperative insurance program, something like a self-insuring plan, among and for Virginia <br /> <br />municipalities, by which considerable savings in insurance premiums can be effected. <br /> <br />Upon inquiry of the City Manager, who reported that his proposed 1979-80 City Budget and <br /> <br />accompanying Budget Message will be available to members of Council on or before May lIth, <br /> <br />Council agreed to conduct--and called for--a special meeting of the Council on Thursday, <br /> <br />May 17, 1979, in the Council Chamber, City Hall, beginning at 2:00 P.M., for the purpose of <br /> <br />studying and considering said proposed 1979-80 City Budget. <br /> <br />Council acknowledged comments from two citizens, viz., Mr. Thomas H. Leath, of 740 Indian <br /> <br />Trail, concerning the extent and sources of mandated programs as well as the need for <br /> <br />citizens and local government officials to protest such programs as imposed upon local <br /> <br />governments without local governmental consent; and, Mr. Robert N.
