<br />(~, r <br />f." <.J <br /> <br />MAY 8, 1979 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor William D. Hobson presiding, was held Tuesday, May 8, 1979, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, <br /> <br />Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held April 24, 1979. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved an agreement--and <br /> <br />authorized the execution thereof by City Manager Noland--with the Martinsville Farmers' <br /> <br />Market Association whereby said group will operate, on scheduled days, a market for the <br /> <br />selling of home-grown agricultural products, said market to operate from an assigned area <br /> <br />of the City's Fayette Street Parking Lot. Said agreement, dated May 2, 1979, and to continue <br /> <br />in force for one year therefrom, with automatic renewal each year unless otherwise terminated <br /> <br />by sixty days' written notice by either party, provided that the Association would assume all <br /> <br />responsibility for the operation of the market and would indemnify and save the City harmless <br /> <br />for any and all claims arising out of any negligence on the part of the Association. <br /> <br />Mrs. Betty M. Ragsdale, Director of the Blue Ridge Regional Library, accompanied by members <br /> <br />of the Regional Library's Board of Directors, presented the Library's 1979-80 budget, to <br /> <br />which the City would (as in the past) contribute its proportionate share, representing a five- <br /> <br />per cent increase over the City's 1978-79 share and reflecting 7% increases in personnel <br /> <br />salaries. Council deferred action on said budget (as it pertains to the City's share), pending <br /> <br />study of--and action on--the City Manager's proposed City Budget for the fiscal year ending <br /> <br />June 30, 1980. <br />
