(~, r f." <.J MAY 8, 1979 TUESDAY The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, May 8, 1979, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. Following the invocation, Council approved--as recorded--the minutes of its regular meeting held April 24, 1979. Upon motion, duly seconded and unanimously carried, Council approved an agreement--and authorized the execution thereof by City Manager Noland--with the Martinsville Farmers' Market Association whereby said group will operate, on scheduled days, a market for the selling of home-grown agricultural products, said market to operate from an assigned area of the City's Fayette Street Parking Lot. Said agreement, dated May 2, 1979, and to continue in force for one year therefrom, with automatic renewal each year unless otherwise terminated by sixty days' written notice by either party, provided that the Association would assume all responsibility for the operation of the market and would indemnify and save the City harmless for any and all claims arising out of any negligence on the part of the Association. Mrs. Betty M. Ragsdale, Director of the Blue Ridge Regional Library, accompanied by members of the Regional Library's Board of Directors, presented the Library's 1979-80 budget, to which the City would (as in the past) contribute its proportionate share, representing a five- per cent increase over the City's 1978-79 share and reflecting 7% increases in personnel salaries. Council deferred action on said budget (as it pertains to the City's share), pending study of--and action on--the City Manager's proposed City Budget for the fiscal year ending June 30, 1980.
