<br />f'" .r.... <br /> <br />f-.,' r.,.J <br /> <br />TUESDAY <br /> <br />MARCH 27, 1979 <br /> <br />-. <br /> <br />WHEREAS, the Martinsville-Henry County Clean Community Commission <br />has developed activities to support the observance of Keep America <br />Beautiful Weeks and Keep America Beautiful Day; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />and jointly with the Board of Supervisors of the County of Henry, <br />that the month of April, 1979, be and is hereby proclaimed as <br />MARTINSVILLE-HENRY COUNTY CLEAN-UP MONTH. <br /> <br />Messrs. John J. Hartley, Commonwealth's Attorney, and James L. Carter, Sheriff, appeared <br /> <br />before Council in support of their respective budget requests for the forthcoming 1979-80 <br /> <br />fiscal year, as filed with the State Compensation Board. While not departing from its <br /> <br />recently-established 7%-guideline for "cost-of-living" salary-wage increases for City <br /> <br />personnel (in the 1979-80 City Budget preparation), Council concurred with Mr. Hartley's <br /> <br />"grade"-increase requests for his two assistants (Messrs. Smith and Kenas) and so <br /> <br />recommended same for the Compensation Board's consideration. <br /> <br />Council acknowledged, with appreciation, a "Park Study Report" prepared and submitted by <br /> <br />a special study committee (appointed by Mayor Hobson), whose assignment was to investigate <br /> <br />the deterioation (and its causes) of the City's seventeen parks and recreational areas and to <br /> <br />recommend corrective actions directed at controlling vandalism, theft, traffic, drug and <br /> <br />alcohol distribution, loitering, and littering within these parks and recreational areas. <br /> <br />Members of this special committee were: Mrs. Sallie M. Clark, Mrs. Olivira Perry, and <br /> <br />Messrs. Bruce H. Dallas, Sr., David Draper, Joseph E. Finley (Co-Chairman), Kiblah Khan, <br /> <br />Raymond W. Loman, Clinton J. Norris, Harry P. Varn (Co-Chairman), George W. Brown (Assistant <br /> <br />City Manager & Public Works Director), Frank A. Gard, Sr., (Police Chief), and Herbert o. <br /> <br />Hughes (Director of Recreation). Included in the committee's report was a description of the <br /> <br />current conditions as well as the problems discovered in and among these parks and areas.
