() <br /> <br />TUESDAY <br /> <br />MARCH 13, 1979 <br /> <br />various members of Council assigned to specific study areas associated with the <br /> <br />proposed project. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the continuation <br /> <br />of the City's current "winterization" program to the extent that the homes of thirteen <br /> <br />citizens, whose applications have already been processed and approved, are to be <br /> <br />"winterized" under the current program, meanwhile directing that any new applications or <br /> <br />any applications not already processed and approved are to be held in abeyance, pending <br /> <br />a review by Council of the program and the administration thereof. <br /> <br />Pursuant to the applicable State requirement, the several "Constitutional" Officers of <br /> <br />the City filed their 1979-80 budget requests with Council which, after reviewing these <br /> <br />requests, went on record as recommending to the State Compensation Board that, in <br /> <br />establishing 1979-80 salaries for the said officers and their personnel, it adhere to <br /> <br />the limitation Council has established on 1979-80 "cost-of-living" salary increases for <br /> <br />all other City personnel, viz., President Carter's "7%-guideline". <br /> <br />Mr. Donald B. Humphrey and other members of the Board of Directors of FOCUS (Friends <br /> <br />Of The Court - Understanding Through Sharing, Inc.), a local organization of volunteers <br /> <br />working with young people who have been involved with the Juvenile Court or who appear <br /> <br />to be headed for trouble, appeared before Council with the request that the City of <br /> <br />Martinsville contribute one half of $IO,OOO.OO (with the hope that the County of Henry <br /> <br />will contribute the other half) to replace a like amount no longer available from "CETA" <br /> <br />after September 30, 1979, to supplement this organization's coordinator's salary.
