f:." f..., TUESDAY MARCH 13, 1979 ,"- The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, March 13, 1979, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. After the invocation, Council approved--as recorded--the minutes of its regular meeting _. held February 27, 1979. Upon motion, duly seconded and unanimously carried, Council amended portions of Section 5-7.4 of the City's Employee Manual, previously placed on first reading, to correct a typographical error in that portion entitled, "Use of Leave", and to revise Subsection (a) thereof to read as follows: Personal illness or physical incapacity, other than that incurred in line of duty, sufficient to prevent reasonable performance of duty. In order to use credited sick leave, the employee may be required to be under the care of a licensed physician and furnish to his Supervisor or Department Head a certificate from such physician stating the time the employee was, or is, unable to work and stating the nature of the sickness or illness. Pursuant to City Manager Noland's memorandum (to Council) dated March 9, 1979, Council unanimously authorized the proceeding immediately with the contracting with a qualified firm (at an estimated cost of $2,500.00) to prepare aerial photographs of the City's proposed hydro-electric ("Ridgeway") site area necessary to the preparation of accurate topographic maps (of the area) which, in turn, would be an integral necessity to the proceeding with "Phase II" studies of the project, should Council so decide to proceed. Meanwhile, Council scheduled a special meeting of the Council for Tuesday, March 27, 1979, in the Council Chamber, beginning at 3:00 P.M., to receive and consider reports from the
