<br />"1 1 .) <br />.....}._l;l_.~ <br /> <br />TUESDAY <br /> <br />FEBRUARY 27, 1979 <br /> <br />Upon motion, duly seconded and unanimously carried, Council endorsed said proposal <br /> <br />with the understanding that its endorsement in no way obligates or commits the City <br /> <br />of Martinsville to the funding, presently or in the future, of any activities or <br /> <br />programs initiated or developed as a result of project findings. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendations <br /> <br />the following applications for Special-Use Permits, the record noting that Councilman <br /> <br />West abstained from the referral motion action and/or discussion relating to the <br /> <br />first-named application hereinbelow, because of his ownership of property infue area <br /> <br />involved: <br /> <br />(1) for and on behalf of Messrs. Clyde N, Eanes and Bruce W. Hughes (through <br /> <br />their counsel, Mr. Ebb H. Williams, III, Attorney at Law), to construct a <br /> <br />120-unit facility for the handicapped and/or elderly on an eight-acre <br /> <br />tract of land situated on the north side of Brookdale Street, adjacent <br /> <br />to the present Lowe's Supermarket, said facility to be known as <br /> <br />Sprucedale Manor; <br /> <br />(2) from the Clearview Wesleyan Church, to construct a Sunday School/multi <br /> <br />purpose unit on its property situated at 911-to-925 Barrows Mill Road, <br /> <br />contingent upon the consolidation of several lots the church owns at said <br /> <br />location(s); and <br /> <br />(3) from HANDIPHOTO, of Tampa, Florida, for permission to construct and <br /> <br />operate a "Drive-Up Photo Booth" in the Kroger Shopping Center Area, off <br /> <br />Commonwealth Boulevard. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted a Motor Vehicle <br /> <br />License Tax Ordinance, effective March 1, 1979, being a re-enactment of a like <br /> <br />ordinance effective March 1, 1978, with revisions thereof prepared by City Attorney <br /> <br />Worthy, said ordinance being made a part of these minutes by addendum thereto. <br />
