<br />ni <br />,.:..--.. <br /> <br />TUESDAY <br /> <br />FEBRUARY 27, 1979 <br /> <br />of City water and sewer connections (dormant since 1973) at a site along the north <br /> <br />side of Memorial Boulevard (Route 220 North), outside the City's Corporate Limits, <br /> <br />beyong the site presently occupied by the Golden Corral Restaurant, for which site <br /> <br />City water and sewer services have been requested and such services are not <br /> <br />available from any other source. <br /> <br />- <br /> <br />Dr. John Garvin, associated with the Lewis-Gale Hospital in Roanoke, Virginia, and <br /> <br />Medical Director of the Emergency Medical Services Council for Western Virginia, <br /> <br />appeared before Council seeking Council's endorsement of a Federal ("HEW") grant <br /> <br />program and/or application for the West Piedmont (Planning District 12) Emergency <br /> <br />Medical Service Region, scopy of which program Dr. Garvin outlined as follows: <br /> <br />I. Purpose of Grant <br /> <br />The major purpose to tliis grant from the Department of HEW will <br />be to provide a one~year planning project for Emergency Medical <br />Services in Planning District 12, The year's objectives will be to <br />determine the present status of emergency care delivery and to <br />develop a plan for improvements, where indicated and necessary. <br /> <br />II. Planning Services <br /> <br />A contract will be executed between the West Piedmont EMS Council <br />and the Western Virginia EMS Council whereby the staff of the <br />Western Virginia EMS will perform all planning services in Planning <br />District 12. <br /> <br />.- l. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> <br />Preparation and submission of a planning grant application <br />to the Department of HEW. <br />Preparation of a feasibility study for EMS implementation in <br />Planning District 12. <br />Development of an EMS communications plan for Planning <br />District 12. <br />Development of an Ambulance Placement Study for Planning <br />District 12. <br />Preparation of an EMS Implementation grant application to the <br />Department of HEW for Planning District 12. <br /> <br />III. Expectations <br /> <br />Numerous meetings will be held with persons and agencies involved in <br />Emergency Medical Services during the planning year. Surveys will be <br />conducted to obtain a clear picture of the current status of emergency <br />care. Plans will be formulated for an implementation project, phased <br />over a five year period. <br />
