W. Beck & Associates' Appraisal Report (re: <br /> <br />proposed "Ridgeway" hydro-electric project) and the analysis thereof presented to <br /> <br />Council on February 13, 1979 by Mr. Walter W. Craigie, Jr., Executive Vice President <br /> <br />of Wheat, First Securities: <br /> <br />By your request, six of the Select Citizen's Committee met with Messrs. Greene, <br />Noland, Brown and Corekin on February 21, 1979, at City Hall to determine what <br />additional assistance the Committee, as a unit, might provide Council, using <br />information obtained subsequent to our January 9, 1979, report. <br /> <br />The following items were discussed: <br />T. B. Noland's memorandum to Council of February 6, 1979. <br />W. W. Craigie, Jr.'s letter and taped comments of February 13, 1979. <br />Facility financing possibilities to avoid or minimize any adverse effect <br />upon electric utility customers. <br /> <br />Committee consensus was that we could not effectively further expand upon this <br />information developed since January 9, 1979. <br /> <br />We recommend consideration of the following actions: <br />Council Members individually and collectively evaluate all available <br />information concerning the entire City electric utility service relative <br />to forecasted service needs and availability. <br />Council collectively establish, to its own satisfaction, what change(s) in <br />the existing electric supply arrangement is needed and why. <br />Council develop and effectively communicate to the citizens: <br />a) A statement of the need for change(s) in the existing electric <br />supply system; <br />b) The risk(s) involved; and <br />c) The step-by-step plan to minimize them. <br /> <br />We feel these actions should define needed electric service proposed changes <br />sufficiently to permit more knowledgeable citizen input and permit orderly <br />implementation of changes. <br /> <br />With the concurrence of City Attorney David B. Worthy, who noted that the injunction <br /> <br />recently obtained by Henry County, pertaining to water service provided by the City <br /> <br />to users outside the City's corporate limits, applies only to the request recently <br /> <br />filed by Frith Construction Company for such service to a facility under construction <br /> <br />adjacent to the City's Industrial Park, Council unanimously authorized the reactivation <br />
