<br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia,
<br />

<br />with Mayor William D. Hobson presiding, was held Tuesday, February 27, 1979, in the
<br />
<br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz.,
<br />
<br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D.
<br />
<br />Oakes; and Francis T. West.
<br />
<br />Mter the invocation, Council approved..,....,.as recorded--the minutes of its special meeting

<br />held February 13, 1979 and, also, of its regular meeting held February 13, 1979.
<br />
<br />Mrs. Rose F, Bouldin, Executive Director of the Martinsville-Henry County Chapter of
<br />
<br />the American Red Cross, and Mr. Benjamin R. Gardner, Attorney at Law and Vice Chairman
<br />
<br />of the Chapter's Board of Directors, appeared before Council and presented a
<br />
<br />proclamation, which Mayor Hobson signed, designating the month of March (1979) as
<br />
<br />"Red Cross Month".
<br />
<br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a
<br />
<br />proposal, submitted by the Planning Commission, to amend Paragraph C of Section VI
<br />
<br />of the City's Zoning Ordinance by revising the setback restrictions, under special
<br />
<br />topographic conditions, in "R....9 Residential" zones. There being no objections
<br />
<br />-

<br />registered by any citizen, Council unanimously adopted the following ordinance
<br />
<br />amending said Paragraph C and also, denied the recent request (filed by Mr. T. J.
<br />
<br />Childress, Jr" President of Forest Lake, Inc,) seeking the rezoning of Forest Lake
<br />
<br />Subdivision from "R-9 Residential" to "R-6 Residential" inasmuch as the conditions
<br />
<br />prompting petitioner's rezoning request can best be accommodated by said amendment:
<br />
<br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in
<br />regular meeting assembled this twenty-seventh day of February, 1979, that
<br />the Zoning Ordinance of the City of Martinsville be--and is hereby--amended,
<br />by the adding of the following, as sub-paragraph 5, to Paragraph "c" of
<br />Section VI, of said Zoning Ordinance:

<br />5. Where, in any subdivision in any R-9 Residential district, there
<br />are blocks which are undeveloped on either or both sides of a
<br />street and twenty-five (25%) percent or more of the lots on a
<br />given side of such street have an average elevation, at the required
<br />thirty-five (35') foot building line, of more than five (5') feet
