<br />) [); 4 <br />,; ,j <br /> <br />TUESDAY <br /> <br />FEBRUARY 13, 1979 <br /> <br />WHEREAS, with the exception of the City's Industrial Park, it is <br />believed that it will be yet some years before the Henry County <br />Public Service Authority will be in a position to provide water <br />service to the City's water customers located in Henry County; and <br /> <br />WHEREAS, an appeal of a recent decision by a Judge of the 22nd <br />Judicial Circuit may involve many months before the results of such <br />an appeal are known; and <br /> <br />WHEREAS, the prospects of annexation by the City of Martinsville of <br />land or territory within Henry County, for all practical purposes, <br />are non-existent; and <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, in its <br />regular meeting held November 14, 1978, adopted a resolution <br />expressing its ready desire and willingness to meet and confer <br />periodically with the Board of Supervisors of Henry County on matters <br />and problems of mutual interest; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, in the belief that consultation and <br />negotiations with the Henry County Board of Supervisors and its <br />agencies can be conducted harmoniously and simultaneously during <br />and with on-going litigations, that the City Administration be, and <br />is hereby, directed to invite the Henry County Public Service <br />Authority and/or the Henry County Administration to participate in a <br />continuing series of discussions and consultations, the objectives <br />of which might serve as a basis for developing both short-range and <br />long-range plans, firm guidelines, and/or contractual arrangements <br />by which those Henry County customers of the City's water utility <br />system can be assured that their water needs will be satisified. <br /> <br />Upon recommendation of City Manager Noland, Council placed on first reading an <br /> <br />ordinance which would amend Section 5-7.4 of the City's Employee Manual, (1) to <br /> <br />correct a typographical error and (2), in Subsection (a), to remove a mandatory <br /> <br />provision relating to attending physicians' statements for employees claiming sick <br /> <br />leave. <br /> <br />Upon motion, duly seconded, Council adopted the City Administration's recommended <br /> <br />"Development/Merit/Longevity Pay Plan", recently presented to Council, which--if <br /> <br />reduced or converted to ordinance form--is to be made a part of these minutes by <br />
