In addition, Mr. Beck pointed out, with his clients <br /> <br />being ready and willing to comply with the City's applicable regulations, including <br /> <br />zoning covenants established by the Planning Commission, there is an obligation upon <br /> <br />the City to provide the requested water service. Upon recommendation of City Attorney <br /> <br />Worthy, who informed Council that the aforesaid injunction (granted by Judge <br /> <br />Thompson) applies only to the water service request of Frith Construction Company, at <br /> <br />the City's Industrial Park, although the Henry County Board of Supervisors could ask <br /> <br />- <br /> <br />Judge Thompson to enlarge his order to include other areas served by the City and <br /> <br />Judge Thompson might so order, Council--upon Councilman West's motion (to grant the <br /> <br />request), duly seconded, which included the assurance that the motion and/or Council's <br /> <br />affirmative action thereon carries no intent to incite disruptions of the working <br /> <br />relationship between Henry County and the City--unanimously granted this water service <br /> <br />reques t. <br /> <br />In keeping with this assurance and looking toward an exploration of ways and means to <br /> <br />resolve problems which might arise in the future, pertaining to water service with- <br /> <br />in the areas presently served by the City, Vice Mayor Cole introduced the following <br /> <br />resolution, which Council unanimously adopted: <br /> <br />.- <br /> <br />WHEREAS, the City of Martinsville serves approximately 700 customers <br />located in Henry County with water supplied by City-owned and City- <br />operated water systems (geographic areas within Henry County, served <br />by the City, include the City's Industrial Park, the Woodland Heights <br />area, the area of Sunset and Tanglewood Streets, the Rivermont Heights- <br />Dye Plant Road area, the Mason's Shopping Center area, and a small <br />area off Mulberry Road); and <br /> <br />WHEREAS, some of the City-owned and City-operated water systems within <br />the County of Henry were in existence many years prior to the founding <br />of the Henry County Public Service Authority; and <br />
