Meanwhile, Councilman Greene, <br /> <br />referring to prior actions of Council pertaining to a pay plan for City employees, <br /> <br />suggested that the proposed plan does not meet the criteria and/or objectives Council <br /> <br />is seeking. <br /> <br />Upon recommendation of Councilman Oakes, Council unanimously authorized the including, <br /> <br />by addendum, of the extending of Commonwealth Boulevard eastward to Route 58 East in <br /> <br />the City's five-year capital improvements plan, as recently submitted to the West <br /> <br />Piedmont Planning District Commission. <br /> <br />Upon recommendation of Mr. Pat Arey, Attorney at Law, of the law firm of McGuire, Woods <br /> <br />& Battle, counsel for the Industrial Development Authority, and upon motion (duly <br /> <br />seconded and unanimously carried), Council amended its action taken on September 27, <br /> <br />1977, wherein Messrs. Thomas J. Burch and Joseph W. Pritchett were unanimously reappointed <br /> <br />to membership on the City's Industrial Development Authority for four-year terms beginning <br /> <br />September 26, 1977, to provide that said appointments and/or reappointments of Messrs. <br /> <br />Burch and Pritchett shall be for four-year terms beginning September 27, 1977. <br /> <br />Upon motion, duly seconded and unanimously carried, Council ratified and confirmed <br /> <br />its action taken during its special meeting conducted July 17, 1978, wherein Messrs. <br /> <br />Michael A. Muse and Robert A. Williams were appointed as the City of Martinsville's <br /> <br />"minority" members-representatives to the Henry County-Martinsville Overall Economic <br /> <br />Development Program Committee. <br />
