<br />_ ~ .1-" <br /> <br />.J< '","-..I <br /> <br />TUESDAY <br /> <br />JANUARY 23, 1979 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the Zoning Map of the City of <br />Martinsville, Virginia, be--and is hereby--amended to reclassify, for <br />zoning purposes, from "P-2 Professional" and "M-l Industrial" to <br />"C-2 Commercial" that certain property owned by Leatherwood Land <br />Company and situated on the north side of East Church, generally <br />opposite the intersection of Cleveland Avenue with said East Church <br />Street. <br /> <br />Mr. George W. Brown, Assistant City Manager-Public Works Director, as Chairman of the CBD <br /> <br />- <br /> <br />Commission, informed Council that, subsequent to Council's January 9th meeting and by <br /> <br />special invitation, the Commission conducted a special hearing meeting with "downtown" <br /> <br />property owners and business representatives on the "Downtown Streetscape Plan" (presented <br /> <br />to Council at its January 9th meeting) to receive further "in-put" and reaction from said <br /> <br />owners and representatives, noting that those in attendance at said special meeting or <br /> <br />hearing were unanimous in their approval and support of the "Downtown Streetscape Plan", <br /> <br />meanwhile suggesting that if a voluntary "assessment" or shared-cost procedure is not <br /> <br />successful, as to the property owners' costs of implementing the plan, a mandatory <br /> <br />assessment basis be adopted in order that, with the City's annual budgeted share, the <br /> <br />project might proceed on schedule. Upon motion, duly seconded and with Councilman Greene <br /> <br />abstaining (because of business interests in the downtown area), all other members of <br /> <br />Council approved and adopted the "Downtown Streetscape Plan" (as presented to Council at <br /> <br />its January 9th meeting), excluding the mandatory assessment basis suggested by the CBD <br /> <br />,,- <br /> <br />Commission. <br /> <br />After some discussion of the proposed Development-Merit-Longevity Pay Plan presented to <br /> <br />Council at its January 9th meeting, which plan was developed by the City's administrative <br /> <br />staff and carries the unanimous support of all City department heads, Council continued <br /> <br />this matter to, perhaps, a special meeting (i.e., "work session") in which more specific <br />
