<br />:'" 8 <br /> <br />TUESDAY <br /> <br />JANUARY 9, 1979 <br /> <br />As to the report itself, because of the potential of many millions of <br />net revenue dollars in future years, and because of the gravity of <br />Council's upcoming decision, I recommend that Council's next move <br />be to arrange an early meeting with a highly regarded "investment <br />counselor" who has a broad background in and knowledge of public <br />debt service planning and scheduling. The conference should be <br />only after the counselor has studied the committee report. <br /> <br />There may be a legal method acceptable to the investment community <br />which would fold the early years' shortfall into the debt service. <br />The counselor would know whether the City might consider such an <br />option. <br /> <br />Upon motion duly seconded and unanimously carried, Council adopted the following <br /> <br />"Grievance Procedure for Employees", replacing that formerly in effect, to conform <br /> <br />with State statutes, and as placed on first reading by Council at its meeting held <br /> <br />December 12, 1978: <br /> <br />Sec. 9-1 Purpose <br /> <br />Whereas, the General Assembly of the Commonwealth of Virginia has <br />enacted legislation requiring every County, City and Town in Virginia <br />which has more than fifteen (15) employees to establish by June 30, <br />1974, and subsequently amend, a Grievance Procedure for its employees <br />to afford an immediate and fair method for the resolution of disputes <br />which may arise between such public employer and its employees, and, <br /> <br />WHEREAS, it is the desire of the City of Martinsville, Virginia, to <br />enact and implement a fair and equitable grievance procedure for <br />resolving disputes that may arise between its employees and the City <br />government, <br /> <br />Therefore, in consideration of the benefits to accrue to the <br />government of the City of Martinsville, Virginia, and its employees, <br />the following procedure shall be followed in resolving grievable matters <br />for which a grievance is properly filed by an employee. <br /> <br />Sec. 9-2 Coverage of Personnel <br /> <br />All permanent City employees are included except for: 1) <br />probationary employees; 2) managerial employees engaged in <br />City-wide policy determination, except that managerial employees <br />below the City Manager level may file grievances regarding <br />disciplinary actions involving dismissals, demotions, and <br />suspensions; 3) appointed or elected officials; 4) law enforcement <br />officers as defined in the Code of Virginia, Chapter 10.1 of Title <br />2.1, whose grievance is subject to the provisions of, and who <br />have elected to proceed pursuant to Chapter 10.1 of Title 2.1 in <br />resolution of their grievance; and 5) Social Services and <br />Constitutional Officers' employees. <br />
