<br />~.k <br /> <br />TUESDAY <br /> <br />JANUARY 9, 1979 <br /> <br />Should Council decide to implement the Phase II study the Committee <br />recommends: <br /> <br />That meetings be held in the various sections of the City to <br />provide citizens with accurate information concerning proposed <br />Charter revisions and various aspects and implications of the <br />project, prior to requesting their support. <br /> <br />-- <br /> <br />In addition, similar meetings should be held in the Ridgeway <br />and Irisburg sections of Henry County to explain the proposed <br />project to all interested citizens, with a personal invitation <br />extended to the approximately 329 persons, whose land would <br />be required. <br /> <br />COMMITTEE: <br /> <br />George B. Williams <br /> <br />In acknowledging with appreciation this committee's report, and after presenting to <br /> <br />each member of the committee an appropriate certificate, Council concurred with City <br /> <br />Manager Noland's observations and recommendation, as follows and as set forth in his <br /> <br />memorandum of transmittal of said report: <br /> <br />,,- <br /> <br />The special report of your committee is attached. While Mr. R. M. (Dick) <br />Simmons, Jr. was an original appointee, his schedule caused him to miss <br />some early meetings. He then asked one of American's executives, <br />Mr. Fred Schuermann, to substitute for him, and this was quite acceptable <br />to the committee. Mr. Schuermann's training in Electrical Engineering <br />and Finance made him ideally suited for the responsibility. <br /> <br />This extremely significant committee report cannot be assessed too highly. <br />Money, much money, would have been involved had it been necessary that the <br />City go to the market place to secure the study report. The native talent, <br />the dedication to the best interests of the City, the consummate skill of <br />the group and the interpretive leadership of Chairman George Adams could <br />not have been bought. Long hours by the whole group, and by its sub- <br />committees, were spent going into many facets of the report preparation. <br />Truly, this report represents the very highest order of citizen interest <br />and support. <br />
