. r' l '_ TUESDAY JANUARY 9, 1979 Board, At the request of the City School/ Council granted said Board permission to invite bids and place orders for two new school buses (as replacements of present equipment) to assure delivery by the beginning of the 1979-80 school year, funds for which are to be provided in the forthcoming 1979-80 budget. Concurring with a similar action taken recently by the City School Board, Council adopted the following resolution in opposition to a proposed amendment to Section 7 -- of Article VIII of the Constitution of Virginia, which, if enacted and ratified, would replace local control of local school divisions with more State control: WHEREAS, an amendment to the Constitution of Virginia has been proposed by a Sub-Committee of the Virginia House of Delegates' Education Committee; and WHEREAS, said amendment would include in Section 7 of Article VIII of said Constitution the phrase "except as provided by the General Assembly"; and WHEREAS, in the opinion of the Council of the City of Martinsville, Virginia, said amendment would seriously erode the historic local control of school divisions and would place additional control at the State level; and WHEREAS, in the opinion of said Martinsville City Council, control of school divisions within the Commonwealth of Virginia should remain vested in the local school boards; now, therefore, - BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular meeting assembled, that it does oppose said proposed amendment to the Constitution of Virginia, for the reasons hereinbefore cited; and BE IT FURTHER RESOLVED by said Council that it does hereby respectfully request the Senator from the Twentieth Senatorial District and the Delegates from the Thirteenth House of Delegates District to oppose said proposed amendment; and BE IT FURTHER RESOLVED by said Council that copies of this resolution be forwarded to the Governor, Lieutenant Governor and Attorney General of the Commonwealth of Virginia, the Education Committees of the Virginia General Assembly, the Virginia Municipal League, the Virginia School Boards Association, and the Martinsville City School Board.
