<br />. r' <br /> <br />l '_ <br /> <br />TUESDAY <br /> <br />JANUARY 9, 1979 <br /> <br />Board, <br />At the request of the City School/ Council granted said Board permission to invite <br /> <br />bids and place orders for two new school buses (as replacements of present equipment) <br /> <br />to assure delivery by the beginning of the 1979-80 school year, funds for which are <br /> <br />to be provided in the forthcoming 1979-80 budget. <br /> <br />Concurring with a similar action taken recently by the City School Board, Council <br /> <br />adopted the following resolution in opposition to a proposed amendment to Section 7 <br /> <br />-- <br /> <br />of Article VIII of the Constitution of Virginia, which, if enacted and ratified, would <br /> <br />replace local control of local school divisions with more State control: <br /> <br />WHEREAS, an amendment to the Constitution of Virginia has been <br />proposed by a Sub-Committee of the Virginia House of Delegates' <br />Education Committee; and <br /> <br />WHEREAS, said amendment would include in Section 7 of Article <br />VIII of said Constitution the phrase "except as provided by <br />the General Assembly"; and <br /> <br />WHEREAS, in the opinion of the Council of the City of Martinsville, <br />Virginia, said amendment would seriously erode the historic local <br />control of school divisions and would place additional control at <br />the State level; and <br /> <br />WHEREAS, in the opinion of said Martinsville City Council, control <br />of school divisions within the Commonwealth of Virginia should <br />remain vested in the local school boards; now, therefore, <br /> <br />- <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that it does oppose said proposed <br />amendment to the Constitution of Virginia, for the reasons <br />hereinbefore cited; and <br /> <br />BE IT FURTHER RESOLVED by said Council that it does hereby <br />respectfully request the Senator from the Twentieth Senatorial <br />District and the Delegates from the Thirteenth House of Delegates <br />District to oppose said proposed amendment; and <br /> <br />BE IT FURTHER RESOLVED by said Council that copies of this resolution <br />be forwarded to the Governor, Lieutenant Governor and Attorney <br />General of the Commonwealth of Virginia, the Education Committees <br />of the Virginia General Assembly, the Virginia Municipal League, the <br />Virginia School Boards Association, and the Martinsville City School <br />Board. <br />
