<br />{, 8 <br /> <br />TUESDAY <br /> <br />JANUARY 9, 1979 <br /> <br />Council continued, for consideration at its forthcoming January 23rd meeting, a <br /> <br />proposed "Development-Merit-Longevity" pay plan for City employees, as recently <br /> <br />developed by the City's administrative personnel in response to Council's request, <br /> <br />which plan--if adopted--would supplant the City's present pay plan. <br /> <br />Upon recommendation of City Manager Noland, Council authorized him to file a <br /> <br />statement of opposition to proposed State legislation which would establish <br /> <br />minimum standards for local penal institutions (such as the City's Prison Farm), <br /> <br />with a determination by the State Department of Corrections as to staffing <br /> <br />requirements and, also, to file a statement in support of proposed legislation <br /> <br />which would "correct" prior-enacted State legislation relating to officials <br /> <br />responsible for prison farms operated by four municipalities in Virginia. <br /> <br />City Attorney Worthy notified Council that both the Piedmont Trust Bank, <br /> <br />Martinsville, and the First National Bank of Martinsville & Henry County have <br /> <br /> <br />initiated (and/or joined with other banks in) litigation ~gainst the City for a <br /> <br /> <br />determination of taxable bank stock and, if successful, for a refund of such taxes <br /> <br /> <br />as may be deemed to have been overpaid. Council authorized the City Attorney to file <br /> <br />a response thereto on behalf of the City. The record notes that Councilman West, <br /> <br />being a member of the Board of Directors of one local bank, abstained from the <br /> <br />discussion of this matter as well as in the voting on this authorizing action. <br /> <br />In response to a number of inquiries from local property owners concerning the <br /> <br />just-released property assessment valuations (effective for fiscal 1979-80) prepared <br /> <br />by the Commission of the Revenue, Council urged that adequate information on this <br /> <br />matter be publicised, meanwhile noting that increased valuations of individuals <br />
