<br />86 <br /> <br />JANUARY 9, 1979 <br /> <br />TUESDAY <br /> <br />of Cleveland Avenue with East Church Street from its present "P-2" and "M-l" <br /> <br />zoning classifications to "C-2 Commercial", and (2) a Special-Use Permit for a <br /> <br />fast-food "drive-in" restaurant, for a convenience food store, for a combination <br /> <br />office-retail facility, and for a 33-unit apartment complex, all to be located on <br /> <br />the property for which rezoning is being sought. <br /> <br />Mr. George W. Brown, Chairman of the CBD Commission (and the City's Assistant <br /> <br />City Manager-Public Works Director), informed Council that the adjusted cost of <br /> <br />implementing the recently-prepared "Downtown Streetscape Plan", which has the support <br /> <br />of the Commission as well as the Downtown Business Association, is estimated at some <br /> <br />$370,000.00, 60% of which is proposed to be financed by the City and 40% by private <br /> <br /> <br />interests (the latter portion representing the cost of improvements not normally <br /> <br /> <br />provided by the City), with one-third of the total project to be undertaken and <br /> <br />completed each year over a three-year span but only upon the condition that the <br /> <br />private interest group's funds or share becomes available each year or as phases <br /> <br />are undertaken. Mr. Leon Globman, President of Globman's, expressed his individual <br /> <br />endorsement of the plan but urged that implementing thereof be completed in less <br /> <br />than the three years proposed, meanwhile pointing out that some problems might be <br /> <br />encountered with private "absentee" ownership of properties as well as with the <br /> <br />responsibility for future maintenance. Mr. Harold Kolodny, partner and manager of <br /> <br />Kolodny's, expressed concern with the plan's distribution of off-street parking <br /> <br />facilities and with its elimination of some on-street spaces. Vice Mayor Cole <br /> <br />indicated a need for an analysis of parking provisions contemplated; meanwhile, <br /> <br />Council deferred action on the proposed plan, pending a publicizing thereof and <br /> <br />reaction of business interests and citizens thereto, with Council tentatively <br /> <br />scheduling this matter for additional consideration at its forthcoming January 23rd <br /> <br />meeting. <br />
